Citizen Statement
WHEREAS, the US Congress is required by Article I, Section 8, Clause 11 of the United States Constitution to declare war before sending Americans into harm's way in a foreign conflict; and,
WHEREAS, the US Congress has not declared war since World War II yet hundreds of thousands of troops have been sent to the battlefield; and,
WHEREAS, the blood and treasure of South Dakotan National Guard members should not be wasted in fruitless foreign wars without a clear accountability from decision makers; and,
WHEREAS, in recent deployments, the National Guard has been up to 50% of the men and women in combat;
NOW, THEREFORE, BE IT RESOLVED that we, the citizens of South Dakota, demand that our State Legislators immediately pass the “Defend the Guard Act” which would prevent South Dakota National Guard from being deployed into overseas combat zones without a formal and constitutional declaration of war from the US Congress.
